C0000218 {Registry file failure}

Registry cannot load hive (file):
\systemroot\system32\config\SOFTWARE or its log or its
alternate.
Running Win2k professional SP4. About 1 in 6 times pc boot
fails with above message. Have Promise ATA100 SCSI drive.
Microsoft KB260233 identifies this problem, BUT the fix is
is in Service Pack 2. When I started, I was on SP2 with no
problems, but now I have installed SP4 plus other patches
I now get this problem.
Is it that on occasion the registry is not fully written
before my PC auto powers off?
Does anybody also get this? Help please.
NB. After rebuilding OS from scratch, now have NORTON
GHOST. Recovers OS partition in 2/3 mins. But lose e-mails
etc so still nuisance.
 
Something caused registry corruption. Restore your registry from your
system state backup.
