Lately when I start up my computer, the system32 folder pops up. Is there a
way to clean up the folder safely? A lot of the folders are empty but I do
not know which ones are safe to get rid of. Any ideas?

and scroll down to Item No. 260 and in the right column
download and run the fix titled "System32 Folder Opens Upon Boot".
