C++ Error After Installing SP 4

I get the following message when trying to open
explorer.exe from a "more recent" user after installing SP
4.

<b>Microsoft Visual C++ Runtime Library</b>

Runtime Error!

Program: C:\WINNT\Explorer.exe

This application has requested the Runtime to terminate it
in an unusual way. Please contact the application's
support team for more information.

I get the same message while trying to have a scanner
(Epson 2400) make a copy. The message notes:

Microsoft Visual C++ Runtime Library
Runtime error

Abnormal program termination.

Anybody know what the hell to do or where to find solution?
