BXcel pc100 beep codes

I'm having problems with a BXcel pc 100 motherboard.
Does anyone know what the following beep code signifies?
2 short beeps, then 8 beeps.

The AT power supply stopped working (looks like it fried), and I replaced it
with a used power supply. Now the system hangs on boot and I don't get any
video display.

When I power the system on with only the motherboard, video card, RAM, and
keyboard:

The system powers on.
The processor fan spins.
The keyboard lights flicker.
Then I get a beep code; 2 short beeps, then 8 beeps.

I don't have a multi-meter on hand to test the voltage; however, if it comes
down to it I'll purchase one.

At this point, I think it's either
* A bad power supply, or the power supply isn't throwing the right amount of
voltage.
* Or the mother board was damaged when the power supply went bad.

Any help is appreciated.

Is there a way to find out the maker of the BIOS?

When the computer boots, the start-up screen says "SiS."
Would SiS be the BIOS maker, or would I find it elsewhere?

SIS is an OEM only supplier of chipsets. Take a look on the
mobo for the makers name.

"BXcel" was one of the PCChips/Amptron/etc boards, but it doesn't
matter. The bios is going to be award or ami, most likely, which is
what determines the beep codes.

The first things I'd try, is reseting the video card, memory, checking
all cables for proper, secure fit, and then clearing the CMOS.

Those were junk boards to begin with, it's entirely possible the board
was already near the end of it's lifespan and the replacement power
supply, while perfectly good, outputs slightly lower voltage, making a
marginal board less likely to POST.

Of course it's also possible the motherboard was damaged, or without
any confirmation that the replacement power supply is good, that it's
also bad.

Further investigation leads me to believe it's an AMI
bios and the beeps are reporting a video card error.
