"busy" pointer flickers in Windows Vista

Every time the pointer turns into the "busy" circle, it moves rapidly a
little up and down, rapidly flashes on and off and the same happens for the
shadow of the pointer. It probably a problem of Windows itself, so I propose
that you further research the problem. Any suggestions welcome.

Yes, because the creator of this set mouse points had
no idea about the meaning of the 'hotspot' in a cursor
definition. Last time I saw such misdesigned cursors
was in Windows 3.1 times... Back in these days I wrote
a litte tool to test for this:

It should be possible to correct the hotspot by means
of a cursor file editor as MicroAngelo:

Thank you very much for this little program, because it helped me note this:
the 'busy' pointer actually flickers once every time the most light-colored
place of the pointer reaches the top of the circle, not all the time. (note:
I have Windows Vista) However, you haven't pointed out what the correct
behavior of the pointer should actually be in the 'test for correct hotspots'
panes. In those three panes, my pointer changes rapidly position and state,
that is it goes up, down, left and right and changes between 'normal select',
'working in background' and 'busy' quickly. I don't know if this is the
correct behavior, so please help me! :)
