Busy Icon appear and disappearing

You know the busy icon that appears when you try to open a program, the
hourglass icon? Well it appears and disappears every 5 seconds or so. I
tried looking at my "process" and there is nothing out of the ordinary. I
also closed out all my virus scans and window sessions. Anyone know what i
can do without reformatting?
