i work with long contracts in word. sometimes i need to copy parts of those
contracts into new documents. when i copy them they do not keep their
original numbers but are automatically renumbered to 1.1 etc. how do i copy
and paste part bullets and numbering while keeping the original section
numbers

You can't...at least not without unlinking the numbering in the original
document, which you probably don't want to do. The best approach here is to
type numbering manually on extracts and citations.

Note also that pasting as unformatted text should preserve the
paragraph number (converted to text) from the target document. (To
paste as unformatted text, choose Edit>Paste Special, pick the
"Unformatted text" option and then click OK.)
