Bullet button adds bullets to all lines, not current line - why?

Using word or email (with word as editor)
when I press the add bullets or add numbered list button on toolbar
all lines of text inthe doc get bulleted/numbered rather than just the one i
am typing
if i press, the undo arrow
it bullets only the line i am typing as i would like.
How do I set up word so pressing bullet/number only adjust the line I am on
and not the entire document?
