bulk import failure

I'm having problems consistently importing names into OU. Names are going into user/domainusers fine but will not going into the OU they should be in. Yet, other times the names will go into the OU that I have setup .

I have exported existing users from AD and replacing with them with newer names hopeing this would solve the problem but there is still inconsistencies.

After importing I'm getting a successful message but it's not what i'm looking for. Can anyone offer me some suggestions?
This is being done in EXcel for CSVDE import.
