Building HTML Help Files?

Im using FP2003
Is there a way - or perhaps an add-in that will allow me to build HTML help
pages?

If not, can anyone suggest a program to assist in building an HTML help
application?

You could try Help Publisher for FrontPage, available from:

http://www.indigoware.com/products/hp/frontpage.htm

Or you could just use Microsoft's HTML Help Workshop, as mentioned by
