Bug Report: Menu Display Behaving Improperly for Every Program

On any program, click File. The ghost of the File menu pops up. The items
inside the ghost appear only if you rollover them with a mouse. This
phenomenon started spontaneously after no particular installation activity.
There is no malicious software on the computer according to Norton A-V. I'm
certain the behavior will resolve following reboot (also known as restart in
Microsoft publications).

No such problem seen here. Check for updated drivers, or for any processes
that may be hung in the background and causing system slowness.
