BSOD - Driver_Power_State_Failure 0x9f

OK - I'm getting this message on shutdown and restart of a laptop running
Windows XP Pro with SP2. I have done the following for troubleshooting:
removed everything from startup. Removed Norton Systemworks 2005. Removed
extra unnecessary hardware. And it still happens - any other ideas? Short
of just redoing, that is?
