browser not working

i was trying to go to a site and the page would not come
up. it says page could not be displayed HTTP 403.1
Forbidden: Execute Access Forbidden Internet Information
Services, then on the bottom it says Background:you have
attempted to execute a CGI, ISAPI, or other executable
program from a directory that does not allow programs to
be executed. What does this mean and how can i fix it??
please help me.
