browser not opening most current page

when checking different websites, i have noticed that i must refresh the page
to get the most current one,,,,, on the old systems, (win 98 etc.), there was
a box to check but now i can't find anything to help with vista,,,,,

any clues????

The refresh button is the Icon to the right of the URL box with the green
up/down arrows.
 
i know where the refresh button is as that's not the problem,,,, the problem
is when i download a page from the internet, sometimes it isn't the most
current page and i must hit the refresh button then to get the most current
page,,,,, how do i set vista up so that i'm ensured the most recent page is
shown WITHOUT hitting the refresh button,,,,
