When I type in a new web address the page will load but then a box opens
saying an error has occured and Internet Explorer must close. The next box
asks do I want to report the problem and no matter if I say yes or just close
the box, the web site closes and I have to open Internet Explorer again.
This only started within the last month when my DSL was upgraded.

Ok, looks like it's a IE problen, try a repair.

Windows XP comes with Internet Explorer 6. Microsoft has made IE part
of the core operating system. If you think IE is screwed up, and want
to repair it, you must use the sfc command:

Start > Run, copy & paste > Sfc /scannow & press Enter.

This will scan and restore protected system files ( which IE is )
