I was doing a repair reinstall and had all of my disks for
the hardware etc on the desk. I had a chain of events that
ended up with the WinXP CD on the floor with a shattered
chunk out of the edge. Who at Microsoft do I contact to
get a new CD? How much of a hassle and/or expense might I
expect?

If you have a legal copy with the Product Key, you can use a copy of a friend
or business associate's XP CD. I use an XP/SP1 slipstreamed copy for any
repair, etc. That way if it does get damaged I have my original pristine XP CD
to use or make another copy. There is nothing on an XP CD tying it to a
particular Product Key.

Hope this helps,
