Hi,
I am looking for software that can broadcast a message (and possibly a
reply) to an individual PC or all PC's on a network. The PC's use Win XP and
Vista. The server SBS2003.

That capability is already built-in to Windows. Check out the
net send
command. Unfortunately (for you) abuse of this feature by spammers
and the like has resulted in the Messenger Service necessary for this
to work being disabled on most Windows machines by default. You may
get it to work by visiting all your machines and re-enabling the
Messenger Service (at your own risk).

Thanks for you input. How serious will the problem be? Are you referring to
spammers outside of the network ? Can a fire wall be implemented to control
the situation.
 
Any perimeter firewall device should be able to block the NET SEND port
easily. Blocking it on the computer will, of course, prevent that computer
from receiving any sent messages.
