What if any error messages are you getting? I have both Broadband and
Dial-up configured here. How are you trying to setup the Dial-up
connection - via Control Panel>Network Connections?
I had this problem, the problem, for me, was that
Telephony in the startup services was disabled, you may
have to set it to Automatic.
In control planel, select Performance and Maintenance,
then Admin tool's, then services. Highlight Telephony,
right click it, then properties and change it to
automatic.
