Breaks

I am trying to insert some form of a "break" in order to
keep the top part of the sheet stationary while the bottom
half scrolls when commanded. I can see it in a file I have
on the computer, so I know its possible, but do not know
how its done.

It's called Freeze Panes.
Select the first cell from the top left that you want to scroll. (So, to
freeze 3 rows at the top you would select A4; to freeze 2 rows at the top
and 1 column on the left, you would select cell B3.)
Then use
Window > Freeze Panes
