Branded Emails

We have a stationary graphic to be used as the background of our outgoing
emails. We would like to use this to brand our emails for all of our users.
We currently run on Exchange 2003 with Outlook 2003 and 2002 clients. The
2002 can be upgraded. Is there a way to set this up so everyone can use the
branded email when sending. Is there a way to choose different email
backgrounds?
