bottom page banner

Not very familiar with web design, I am trying to add a page banner, if that
is what you call them, on the bottom of a new blank page called "index". It
is my home page for the site I am trying to create.

Can anyone instruct me where on the menu/toolbar can I find the option to
create a bottom "page banner" where I can display copy right, webmaster email
verbage.

it's called the "footer"
read Help on Includes, that's an easy way of doing it.

You could use include pages - and so include a page called "footer.html".
Or use the bottom shared border.
