Borders

I have selected text to place a border around. The text continues onto the following page. I have done this in another part of the document and the bottom of the border on the first page and the top of the border on the second page are open so that it looks like all the text is part of the same section. However, on my most recent attempt the border is closed at the bottom of the page and at the top of the next page so it looks like the text does not belong in the same section. How can I create the three sided border at the top and bottom of the page? Thanks.

I think it may have something to do with the Widow/Orphan settings for
the para. Keep with Next should be set for sure.
