Borders in FrontPage 2003

I have developed a website with a standard theme, dpaburl1, and
tables. The tables have a border width of 3 and a maroon color to
correspond to the theme. When I publish a page containing a table with
border, it looks as expected. However, the next time I edit the page
in FP2003, the border color reverts to gray. I have set the Layout
Borders and Table Layout Border options to maroon. How do I fix the
color of the borders?
 
Unfortunately that "quirk" of FP (to loose table border color settings) has been around since at least FP2002
Best to add them into your theme using CSS
Format Theme - Select the dropdown for Customize
Modify - Text - More Text (and select the table tag)
Modify Borders (add your borders)
When done w/ all modifications save as a new theme name
