Border around the edges of a shared border

I have a web (currently on my hard drive, not published
yet) with a left, top, and bottom shared border that
appear on all pages, with each page info and pictures in
between these. The top border has a company logo in the
left hand side. The left side border has some link bar
buttons in it, and the bottom has company info in it.

I'd like to put a line below the entire edge of the top
shared border, and above the bottom shared border. This
would appear on every page. I haven't figured a way to do
this. Can it be done?

Sure. Just set the insertion point at the right of the
last existing content in the top shared border, then
choose Horizontal Line from the Insert menu.

Similarly, set the insertion point at the left of the
first existing content in the bottom shared border, then
choose Horizontal Line from the Insert menu.
