Is there any easy way to create a bootable flash drive from Windows XP
that boots to DOS?

It would be sort of the flash equivalent of a boot disk.

Windows XP is not based on the old MS-DOS platform,
therefore there is no DOS to boot into.

You can download and format with HP's boot utility
http://h18000.www1.hp.com/support/files/serveroptions/us/download/20306.html


What I did was download'd Win98 boot disk from www.bootdisk.com

used winimage to extract the Win98.exe file.

Ran HP utility and pointed it to the Win98 extract directory when
asked for an operating system.

If you need ntfs ability search for NTFS4DOS
