boot floppy that will see the C: drive?

I recently created a boot floppy using XPs utility and was annoyed to find
that it will not allow access to the c: drive! Is this correct, or am I
doing something wrong here? If true, is it possible to create a floppy that
will allow access to the C: drive?

OK, here is a followup...

As I said, I created a boot floppy on my XP laptop using the built-in format
utility. I added no additional files to it. I used in on friends' machine.
It booted to an a:> prompt. Upon typing c: I got the error "invalid drive
specification". I assumed it was the boot disks' fault. Today I tested
the disk on my working XP machine, and it permits me to browse the c: drive!
Why would it work on mine and not the other?
 
The Dos on the floppy will not read NTFS partitions.
It will read Fat or Fat 32.
