Boot failure

I have too frequent disk checking by following problem.

1. Power up and Win2k starts up.
2. Shows "Windows is starting..." for a second or less
3. Shows black bios screen for a while
4. Shows multi-boot loader selection menu
5. Checks file system but without any disk problem detection
(If cancelled, it repeats previous rebooting sequence)
6. Windows is running normally.

I tried many cases changing application status and DSL connection. But
I couldn't find out correlation with boot failure.

System details:
Win2k sp4
IBM 60G 7200rpm 180GXP (IDE)
Win2k in C drive (FAT32)

How can I fix this problem and remove meaningless disk checking?

Any advice would be greatly appreciated
