bookmarks in frontpage 2003

I am trying to create a newsletter to email to our users. It is one page with
four articles. I created bookmarks to each section, and linked it to the
table of contents. In the preview it works fine. I follow these steps to
create the email:
1. select the entire table
2. Copy the entire table
3. Create a new email in Microsoft Outlook
4. Paste the table.
5. Send a test email

When received, the bookmarks do not work. What am I doing wrong?

Thanks Thomas, I tried the stationery method. It solved the problem with the
bookmarks, but I lost the image and the fonts. Method #5 as per the notes did
not work for us either.

I think I will publish it to the web and send an email with a link to the
page.
