Have you actually create the bookmark "bottom" on the page?

Sorry, I should've shown this:
<a href="#Bottom">
<font color="#000080">End of Page</font></a>

<p style="margin-top: 0; margin-bottom: 0"><a name="Bottom"></a></p>

Try another name.

This is a strange one. I deleted #Bottom, created a new name and it still
didn't work except with CTRL + CLICK in Design Mode. I even made a separate
hyperlink elsewhere on the page to the bookmark and still won't work. #Top
works fine. I just can't figure this one out. I appreciate your help, any
other ideas?

I finally got it. I just added another bookmark with a different name in a
different position and it worked. Go figure. Thank you again.

works for me.
