Boarders in New Message, or Edit HTML in Outlook

In Outlook Express, I can edit the source code for a HTML new email
message and get boarders around the entire message by using a body tag
something like this:
<BODY STYLE="border: 5.00pt solid #ff0000; padding: 0.02in">

How do I do something like that in Outlook 2003?

I'm using Word 2003 as an email editor.

When I try in Outlook > New Mail Message > click in the body of the
message > Format > Boarders and Shading > The "Applies to" drop down
only has "Paragraph". I want the boarder for the whole message.

I realize I could make the message is some HTML editor like HTML kit >
then open it in IE > File > Send.

Is there another way to edit the HTML of an Outlook New Mail Message?

I just noticed. When in IE 6 > open a page *on the web*> File > Send >
Send page as email...> the result is a message with the page as the
body.

But when I open a *local* HTML file, one on this computer, and try to
send as email, the result is a plain text email with the HTML page as an
attachment.

How can I open local HTML files and send them as the body of an email?

I have Outlook 2003, Word 2003, IE 6.
