Bluetooth control panel wont open

I can't get any Bluetooth options to open on my computer. I am running SP2
that I downloaded yesterday and re- installed in hopes of fixing this issue.
I have gone through the tutorials on this website without any luck. When I
try to run Bthprops.cpl as instructed, nothing happens. When I search for it,
it does show up about 4 times, but I can't open it. Any help would be
appreciated.

Do you a Bluetooth receiver install on on your PC and is it enabled in Device
Manager?
 
I have a usb dongle. I have put it in and wanted to try to use the generic
driver that is supposed to come with sp2. I can't get it to be recognized as
a bluetooth device, though or get to a place where I could assign the generic
driver to it.
