Bluetooth Communication failure between laptop and smart phone

I use HP laptop 6710b with win vista biz.

The new Samsung smart phone I608 which I purchased a few days back from
Hong Kong is not able to send /receive files through bluetooth .

The blue tooth in laptop recognises the hand set and I am able to register
the same on the phone also.

However, when I want to send a file from my computer,it was not at all
possible.The screen of the handset lights up but nothing happens beyond that.

Is there any com ports to be activated?

In the bluetooth set up of the phone , I find that the option to enable com
ports is not active.

How to tweak the features of my smart phone to meet my personal needs like
locking the key pad when not in use?

Please help.

Are you sure that there is not an HP application which came with the phone
that needs to be installed on your laptop to enable the files transfer
function.
