Blue volume display bar missing

the volume icon is there but i also have a blue bar that appears on screen
that is missing. The last time this happened someone here helped me and told
me to disable certain startup items and u guessed it I have forgotten since.
Any help would be great! I know it is a conflict stopping the volume display
from appearing.
