blue mask over icon

Is there any quick way to apply a blue alpha mask over an image? Kind of
like windows explorer does when you select an icon by painting the icon over
with a blue layer. thanks!

try drawing on the icon semi transparent blue color that
maintains/depends on underlying pixels alpha channel. the only thing
that comes to my mind is to do it pixel by pixel. that way you'll have a
blue mask only on the icon itself excluding it's transparent pixels.
