Blue labels on files/folders indicates that they are compressed using the
file-level compression that the NTFS filesystem provides.

The folders $NTUninstall... that you describe are the uninstall files for
hotfixes and updates that you've installed - usually via
http://windowsupdate.microsoft.com. If you don't want to uninstall any of
them, then you can delete the folders.

Any way to remove them from the add/remove programs as well if you don't
want to uninstall them ever?

Visit, www.dougknox.com and check the utils section. MVP Doug Knox has an utility which can remove the Hotfix backup files without removing the hotfix.

To remove the hotfix entry from Add/Remove without removing the actual update:

1. Start Registry Editor (Regedit.exe).
2. Locate the following key in the registry:
3. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall
4. Make sure you backup the keys by exporting them to a .reg file.
5. Look for the hotfix number
6. Delete the entire listing for the hotfix.
7. Close the registry editor.
8. Restart your computer.

By doing the above, only the Add/Remove entry is removed; the update will not be removed. Also, uninstallation of any hotfix is not possible.
