My Norton recently found a bloodhound.packed virus in
C:\WINDOWS\netconfig.exe

I cant delete this file even when I click CTRL+ALT+DEL
and end the process, and i cant find another case of the
bloodhound in this file so the internet isnt helping me
much. I tried to see if other people had this file and
could send it to me but i've had no luck. Is their
anything I can do?

The file is the trojan try removing it in "safe" mode or try ad-aware.

I'd be careful using SpywareGuard on XP. I've seen a couple of major
issues with it. One XP Pro machine it started giving errors at startup,
I uninstalled it and it still threw up errors. Took about 3 attempts at
re-installing and un-installing the damn thing to finally get rid of it.
On a Tablet PC running XP Pro Tablet Edition it caused Explorer to crash
continually. Otherwise both machines operate dandy.
