I am running XP Home and having difficulties with "Outerinfo" poppoing up
frequently when all other pop-ups seem to be blocked quite effectively. Does
anyone know if and/or how outerinfo can be blocked.

Outerinfo is malware. Either your computer is infected or you don't have a
firewall blocking certain ports, or both. Here is a Google search on that
malware.
