Blocking internet access on a multiple user machine

I am trying to block internet access for one user on a multiple user machine.
Does anyone have any ideas how to do this.
 
Run gpedit.msc (Group Policy management console)
Under User Configuration/Internet Explorer Maintenance/Security
you will find 'Security Zones and Content Rating'

Select content Ratings - Import the Current Content Ratings settings/Modify
Settings
On the Approved Sites tab enter the site url of the ones you want to block.
Follow the instructions on the tab to protect it from user tampering.
