Blocking images from downloading

I want to block image that surpass a certain size from downloading.
As a general rule and a per site rule.

And to control what appears instead of them. A replacement image, alt
text or nothing.

Allow them to appear if they load from cache.

I also want to block pages from downloading if they surpass a certain
size. ie if they reach a certain size stop downloading. And a option to
let the download continue.

A way to blacklist sites based on color schemes. ie A site with "white
on black". Transform to a "black on white". Now I have a *All or
Nothing* situation and a want a per site option.

Proxomitron can do this.

Proxomitron is really handy for changing the appearance of web sites and
controlling what is downloaded. But it has a bit of a learning curve.
