Blocking attached files in Outlook 2003

I've just installed Outlook 2003 at home. When I received a mail with an .exe
file attached the Outlook blocked the file as it may be unsafe.
Apparently the access to the list of blocked files is blocked.
As it is not always possible to ask people to send .exe files in a .zip
format or change their name how can I permit .exe file to download (either
automatically or by manual permission) to my Inbox?

No, it is not block, anymore than any other configuration option is
blocked that is in the registry. The registry is a huge configuration
file. Read http://support.microsoft.com/?id=829982. If you are afraid
of the registry then use a utility to make the changes for you, like
Attachment Options (you'll find a link for it at
http://www.slipstick.com).

There are free zip archive utilities, like UltimateZip and gzip (you
never mentioned the sender's OS), that they could use.
format or change their name ...

And why is it so impossible for the sender to rename the file (to change
the extension from .exe to, say, .exx)? If the sender is too lazy to
bother zipping or renaming the file that they attach then it really
wasn't important enough to them to even include the attachment to get it
to you.
