Blocked startup programs icon in the notification area

How do you get the Blocked startup programs icon in the notification area to
return to the notification area? It was closed by accident and I can't find
the place where to restart it.

Find Windows Defender on the Start menu, and open the "System Explorer"
feature.(Tools menu)
You want to set the dropbox to 'startup programs'
