Blocked startup of Msconfig, Norton etc

I have installed all of the latest downloads from Symantec and Microsoft as of 23rd July. I have followed all of the advice for erradicating the trojans and worms from my hard drive that came up on the online scan from Symantec.
Now I still cannot access Msconfig, Regedit, Norton System or Antivirus, or the Task Manager.
Does anyone have ideas about what could be the cause of these problems?

alternative way to access these utilities:


msconfig = c:\windows\PCHEALTH\HELPCTR\Binaries\msconfig.exe --- this
will not work if it missing from your system.
regedit.exe = C:\windows\regedit.exe
norton's stuff should located under c:\program files\norton------
taskmanager (taskmgr.exe) = C:\windows\system32\taskmgr.exe --- or you can
hold down crtl+shift+esc at the same time.

Have you attempted to start them from the run line? go>start\run and type in msconfig and click ok or hit enter on your keyboard. }:~)
 
I had this problem on a machine that was heavily infected with Spyware. You
will need to run Adaware, Spybot, CWShredder, HijackThis!, and a full virus
scan all in safe mode logged in as administrator.

Unfortunately I was unable to completely remove this beast in a reasonable
amount of time at work and the rules for us stated that machines needed to
be reimaged if it took too long. I got it to the point where the system was
usable but within a day the beast came back.... this could have been the
user doing whatever they did in the first place to get infected.

What I needed to do to get the task manager and regedit back in normal mode
was to mess with the Local Security Policies.

This is a nasty program whatever it is.
