Blocked inbox in Microsoft Outlook

My son cannot receive email in his microsoft outlook inbox. Instead he
receives the message "Your mailbox is temporarily unavailable because another
e-mail message is being delivered to it or another mail application is
accessing it. The server responded: -ERR box locked [INACTIVE]"

What can he do?

Contact his ISP. Or go to WebMail and delete stuff. He may have Outlook set
up to leave messages on the server and he has reached the capacity.

Contact your ISP or delete some items from the webmail.
