Blocked Class C addresses??

I am trying to install a printer on a Class C network. The address
192.168.0.229 does not respond. I have tried a crossover cable to a laptop (
addressed properly) and still no reply to a ping. The network card is
properly configured to 192.168.0.229, SubNet 255.255.255.0 Gateway
192.168.0.241. I have not encountered a non-responsive address before , other
than the reserved e.g.loopbacks and such.
Is there any reason that the address 192.168.0.229 is blocked or inactive???
SubNet 255.255.255.0/ gateway 192.168.0.241
 
FYI,
Yes, the network drop, cabling and are card good. I changed the address to
192.168.0.227 and all is fine. What the heck??
 
Maybe there is already another device on the network using that ip address,
that does not respond to pings.
