Blocked Attachment

I know that Outlook blocks certain attachments .exe, .com, .vbs, etc. I
believe it calls it Level 1.

I know there is an article that talks about changing the registry to allow
certain attachments, but for the life of me I cannot find it.

Can someone direct me to this KB.
