Is there a way to disable or password protect IE to prevent
unauthorized access to the internet?

Best bet may be to use the Zonealarm firewall which can disable outbound
traffic.
www.zonelabs.com for the free download.
Depending on your reason for doing this, it may or may not be the best
solution.

You can use Browse Control www.browsecontrol.com this will allow you
to block internet access.

I had a look at this one, but it seemed a little over the top for what
I was after

I ended up using ModemLockDown - http://modemlockdown.techconz.com and
have been pretty happy with it.
