I'm trying to create a template with a page layout in which the top inch of
the page is solid black. In other words, i'd like a 1" tall black box that's
flush left,
flush right, and flush bottom.

I've tried creating a header and inserting a box setting the fill of it to
black, but that leaves white space above and to the right and left of the
footer.
I realise that some printers will not print right to the edge, but that is
not an issue. I just need to closely replicate the printed stationary.

What sort of "box" did you insert? An AutoShape, text box, or frame filled
with black can be placed anywhere on the page, so you should be able to get
the correct display (except in Print Preview) even if it won't print to the
edge.

I used an autoshape. It all look sgreat on screen - with the logo and white
text on top ofthe box - just leaves a margin all round when i print.

Well, right. What you wrote was:
stationary.

You have replicated the printed stationery--onscreen. That you cannot
replicate it when printing is a printer issue.
