I'm trying to password protect my computer at the DOS level
by setting the security tab of the BIOS (by pressing F1
during booting). I do get the administrators password and
confirmation, but this does not prevent the Windows XP OS
window from opening. Is it possible to do this as it was in
the past?

It has nothing to do with XP. It depends on the type of BIOS your
motherboard has. They're all different. Contact the manufacturer of the
motherboard.

Greg;
The security tab in BIOS has nothing to do with DOS.
You need to check the motherboard/computer manual for details or
contact the manufacturer as they are all different.

Greg;
Setting a password in your BIOS might keep a second grader out, but not a
third grader. All anyone has to do is pull out the battery and replace it.
There went your password.
