i have windows XP, and someone installed some programs on my computer and
when i restarted my computer the next day all i can see is my desktop
background. there is no toolbar and none of my icons are on my desktop,
actually nothing is on my desktop. i can hit control alt delete and run some
of my programs, but i still don't know how to fix this. if anyone has any
idea how to help me i'd really appreciate it. thanks!

You do have a big problem! It is probably a virus or spyware / malware or both.
But it is impossible to say with such scant information.

Can you boot in safe mode? Does it make any difference??

Can you press Ctrl+Alt+Del -> Task Manager -> New Task and run Explorer.exe and
try and get a desktop up and running?

Can you do a new task called msconfig and seeing what processes are running at
boot time and disabling anything odd/strange or suspect and trying to get some
sort of normal boot so that you can do a decent virus scan?? Also, if you can
get internet explorer running, try running the online scan from Trend Micro:-

Try these things and report back - there should be lots of people who can offer
more help when you have some more information.

Good luck.

Try this fix:

195. (r-h column) Restore Desktop Icons and Taskbar
