Big black frame preventing screen expansion

I have *such* an irritating software problem (needless to
say I am *no* computer expert and need everything
explaining like learning the ABC <grin>).

I have used Windows XP successfully on my laptop for a
fair amount of time. Unfortunately I had a computer crash
and had to reinstall. Since reinstalling the software I
have a big black thick frame on my screen and just a
small window to work in. How do I get rid of this black
frame? It's as if it's a black cut out piece of paper
because the desktop and any program I am using does seem
to stretch under the black frame.

Help! This is driving me crazy!

resolution to something higher.
